Removing stubborn wallpaper from a wall

Having successfully steamed wallpaper off two walls of the room, I’m left with a particularly stubborn section. It looks like the wallpaper was painted over (easily scraped off). But the wallpaper underneath comes off only in cm pieces. I think it was put on with no backing paper. Any ideas on how to get rid?

You will have to pierce the surface - there are spiked rollers available to make this easier - and then use a steamer.
