Skim or remove peeling paint ?

Hi, I’ve just booked a plasterer in to skim our bedroom ready for painting. After removing some of the paper from the walls, I can see the paint underneath is crumbling to reveal smooth good condition plaster. Is there any relatively easy way to peel this paint away so we won’t need to skim? I’ve taken a quick picture, you can see the remaining paper (will just wash off) and the white crumbly paint on grey plaster.

What would you recommend? Pay for skim or try remove all the paint?

Hi georga333,
Go for the skim option but make sure the plaster uses adhesion promoter.
