Making a woodchip anaglypta wallpaper ceiling smooth

Hi guys, just wondering if anyone has done this before and what method they used.
Trying to save as much time as possible and get the best results. but who isnt right?
I thought I could just use a thick bonding paste under new flat wallpaper straight over the top, but from what I have read online this is probably a bad idea, and is best to just strip it and not cut corners ( excuse the pun)
Just not sure what the condition of underneath will be and dont want to open a can of worms.
any ideas are much appreciated.
