Help needed with removing really tough lining paper

Hi, I’m looking for some advice…

I’ve got a room where the previous occupants put liner paper over the walls before decorating (on top of all the wall paper borders etc.).

I’ve been trying to strip it off, but it’s bonded too well! 2 h to clear a 1 square meter area.

I’m using DIF and a wallpaper tiger, but it doesn’t seem to be doing much! Im finding it really difficult to remove without damaging the plasterboard surface below as well. (See photo)

I’m starting to regret not just decorating over the existing liner.

Any suggestions for getting the paper liner off?

OR

Any suggestions how to return what I have already done back to a smooth finish so I can forget I ever started?
