Floor over a rodding point?

Hi
I have just uncovered a rodding point in my back room which I was hoping to lay a solid oak floor onto. I have emailed the water board to find out if is still in use, awaiting a reply.
My question is this: is it acceptable to permanently board over the rodding point on the basis that you could rod from the manhole cover, if the need arose, or does the rodding point allow something that the manhole cover doesn't?
Worse case scenario is to leave an access hatch but I'd rather not do this if possible.

Hi dobbass

When you get a blockage and cannot unblock it from anywhere else, you will understand why its been put there.

Your house, your responsibility, not the water boards! Their responsibility ended at your boundary.

Its been put there for a reason, cover it and keep your fingers crossed.

I would leave it accessible - as it was put there for a reason.
