cistern wont stop flushing

after flushing cistern, it tries to refill but instead the water keeps flushing through to the toilet. this leaves a constant stream of water flushing through to the bowl and doesnt allow the cistern to refill. have tried pulling the cable tighter which seemed to work initially but even that has failed now. it is a top flush (dual flush) cistern about 3 years old.

The float is too high. The cistern never stops filling because the float doesn't shut the supply off and never gets high enough to do so because the internal overflow comes into play.

Use the screw adjuster to lower the float.

I've no idea what you mean by "pulling the cable tighter".

Could be that the siphon is stuck open
