I am renovating my downstairs toilet and have found that my outlet in the soil stack is 20mm higher than my pan outlet which would leave my pan connector sitting at an upwards angle. Having fitted a new tiled floor , on 18mm ply , which has raised the level from the original , explains why the carpet at the back of the old toilet was always wet. It is an ex council property and think this was fitted incorrectly from the start. Do i have any inexpensive options ?

Use a flexible pan connector which will make fitting easier.

That's not what flexible pan connectors are for, and the toilet still wont flush if the pan is lower than the outlet.

You need a WC plinth:

As shown above, they do look neat when finished, don't try making a wooden one, as it will rot eventually.
