Overflow Drainage and wastage systems and plumbing help, advice and answers

A strange thing is happening in our Bathroom.If we flush toilet and we are running water else where in the house ie: hose pipe in garden the tank refils but goes over the overflow level and continuously runs into toilet.
Can anyone help . Thanks
