Inspection Chamber Under Garage Floor - Replace Broken Blanking Plate

Hi all
I was called out by the Ex on christmas morning to a leak in the bathroom.
Soon identified as a blocked stack
Got it jetted out , they found 5 buckets of pee gravel had blocked it
Camera identified a broken blanking plate at the inspection chamber which is in the garage , which is now a room.
Question is IF I remove the laminate floor , cut a whole in the chipboard floor, find the inspection chamber.
Can I replace the broken blanking plate from the inside ?
Does the lack of gravel around the chamber matter.
Could I spray some foam or something in the gap left be all the gravel
Or is it a big job ie insurance.
The company that did the ridding haven't sent a bill or report yet!
