Help With Septic Tank Vent - Not Present and Smells

I'l try to keep this short. We have this little wood shack the size of a 1 1/2 about, that had no facilities. Recently we got some guy to add plumbing pipes with a septic tank to hook up with the toilet and sinks that he installed. There is a lot of stuff that he did that I am not sure about, but right now the septic vent is my concern, because it doesn't seem to be there at all, and stuff stinks....
In this first image I try to illustrate the pipe network. Bare in mind that there is no vent going up to the roof of the house. All drain venting is done with auto-vents installed to each drainage source (toilet, bathroom sink, kitchen sink, shower, they all have their own auto-vent).

So moving on, inside that plastic cylinder thing that isn't really fixed in place (it had a plastic lid and a rock on top of it), is just a closed cap, that I can't seem to open, even though it says seal by hand only... The plastic cylinder makes it hard to use proper force also.

And in the final image, its just basically showing where the septic tank is buried and how there is no vent in sight.

With all that said, there is stink coming from that white cylinder. Do I need to hook up a vertical pipe with a carbon filter? Why does it stink, why did he seal it off and not place a vent?
