Remove Steam From Bathroom With no Extractor Fan?

Hi
I moved into my flat in early October and we're having problems getting steam created from showers out of the bathroom.
It's a small room with a small window and no extractor fan. Mould has already started to appear on the ceiling and on the shower curtain. I try to keep the window open after showering for as long as possible but have to close it when leaving the house as it's opens onto a public passageway.
The flat is in an old council block so I'm not sure how easy it'll be to get an extractor fan fitted.
Has anyone got any tips on how to reduce the steam/condensation?
