How do I Make Bath Mixer Shower Switch to Shower Mode?

hi. I recently moved into an apartment and the bath shower doesn't turn on. The tap works - but I can't get the water to flow to the shower. I assume I haven't been able to figure out how the showers base unit operates - to switch from tap to shower mode.
Can anyone help? Pics of shower base attached.

Hi
Normally there is either a valve or lever present that switches the supply from taps to shower. From the image I cannot see an obvious one other than the collar at the base of where the shower cord attaches to the mixer body.
Are you able to push this collar down or pull it up?

Hi.Thanks for your reply. I tried - but no the collar doesn't move. I am surprised as well that I couldn't find anything to turn on the shower.
But surely- by design - there must be something that switches to shower mode -no?

Hi
Apologies for the delay in getting back to you - As you say, there must be something that switches the supply, unless its been broken off in the past possibly.
It may be the case that the collar has seized up - that's the only thing I can think of I'm affraid
