How do I Stop a Toilet Seat Gradually Moving Over Time

As the title suggests, how do I stop a toilet seat from gradually moving over time? No matter how tight I do up the fittings, the seat will twist clockwise over time. This happens at my daughters house too, on a seat that I have fitted. So what am I doing wrong? Or is it a natural phenomenon?
The seat at my house has the type of fitting with a rubber bung, with a bolt through it and a nut which gets pulled into the bung, similar to a rawl bolt. I'm sure there must be a proper name for them. Needless to say I have straightened and re-tightened them several times. But they still move after a period of time. I am reluctant to apply maximum pressure for fear of breaking the pan. Should I be putting some kind of adhesive or silicone or something in the hole before fitting. It's doing my head in. I keep blaming the wife and daughter for "shuffling"
It would be great if I could find a solution to this problem.

Tighten a loose or wiggly toilet seat with inexpensive rubber bushings and seat stabilizers. It’s a 15-minute fix that'll last for years.

Those types of wc seat fittings are for pans where you can't reach underneath to do up the nuts,if you think you can put your hand underneath the pan to reach the nuts then buy a decent wc seat

I get the same, with my one the screw is in an elongated slot, put some mastic either side of the slots. This helped my one a lot.
