Sink Catch Release as Sink Draining Very Slowly

Hi everyone,
We have just moved into a new house and one of our sinks is draining incredibly slowly. It looks like it has a square metal catch, with what looks like a release on the bottom. However when trying to turn the release on the bottom it won't budge, is there some special tool I need to empty this (as I feel like I am going to break a screw driver) or is it not a catch at all. Any advice on how to help with this problem?
