We are in a rural location and have recently discovered a large run off pipe has been blocked by a nasty neighbour who manages to get retrospective planning permission for everything he does. We have flooded and this run off pipe would have taken a lot of the water away.
The pipe is at least 10inch diameter, and about 1 foot in is a cemented breeze block that should discharge into a dyke. For various reasons we need to remove this as quietly as possible and allow the flow of water to happen. It's a long story but we need to do this on the quiet as we are on very poor terms with neighbour! Any tools or advice be great thank you.
