Shallow Sewer Pipe and Pouring Concrete for Support

I'm laying a new 110mm sewer pipe into an existing inspection chamber which is not very deep when you lift the manhole cover off. I get get an angle on the pipe sufficient for water the flow but the top of the new sewer pipe will be 20-30mm under the surface. I will bed it all in with 10mm pea shingle. It's in the garden so people will walk on it. Can I pour cement either side of the pipe so I've got something rigid. Thanks. DMac.

I would put paving slabs over the top and then gravel to hide the slabs
