Concealed Cistern not Filling and Other Toilets Seem Fine

Hi, wondering if someone could offer some assistance, one of our toilets has randomly stopped flushing, it is a dual flush concealed system.
I pulled off the front and manually filled up and flushed fine, so I know it's most likely nothing else other than the cistern not filling, the two other toilets do not have the same issue although I do think the water level looks a little low, but maybe that's just me thinking too hard about it.
I've tried to attach some pictures, I don't see an isolation valve, what is the blue cap thing as that has the marking that would make me think it's an isolation valve but a few spins each way makes no difference and i'm scared to twist it off without knowing what may happen!
The stuff does look a bit old/dirty so maybe just a clean of parts required? but it is an awkward working space so if not an easy fix may have to get a plumber in to save on headaches, but advice welcome
