Soil Pipe Crack Repair for Soil Pipe From Top Floor Flat

My top floor flat takes all my bathroom waste via a plastic soil pipe on the outside of the building to the sewer. A small crack has appeared in the soil pipe just a few inches above the ground level. Some of my waste water leaks through this crack and develops into a pool on the ground round the pipe. Obviously this soil pipe also takes the human waste products and I am concerned that if that also leaked into the pool it would become a health hazard. The area where the pool develops is a public area and if I want to carry out a repair to the split soil pipe I will probably have to remove some ground area to insert a new section. Do you think I am allowed to carry out this repair work myself (or by using a plumbing agent), or should I contact the local sewer and drains authority before doing anything.
