Water Main Switch Outside the House and Fixing Leaking Bath

Hi,
We want to fix a leaking bath tap but we need to stop the water first. We tried to turn off the water stop valves under the sink, it just stopped the water from the sink without the bath.
We tried to turn the water main switch outside the house once some time ago, it worked. This switch was deep down the ground last time we saw. But now this switch is at a upper position and easy to touch. We are not sure if the water supply company have changed it... The problem is, we don't know how to turn the water off this time, before was like just turned anti-clockwise, then the water stopped. Now this new switch isn't like that. Should we turn it 3 or 4 rounds anti-clockwise until it stops turning? Does anyone help please?
(The new switch is white round shape around 7 to 8cm diameter)
