Drainage Issues With Driveway Drain

Hi all, need advice, I have a blocked drain outside my bungalow, looks like just a drainage one for the driveway, I have lifted the larger drain manhole cover in the centre of the drive way and it is half full of mud not wet mud by the way, is this normal , thinking it may be a soak away or something. There is a pipe coming out the side wall half way up , I think this pipe is fed from other two drains I have on the driveway. The mud is my main concern is this right.
