Help - Problem With Gravity Fed Mixer Shower

I have a gravity fed mixer shower.
I set the shower to my usual temperature setting, but the shower is cold. However, if I lower the shower head to below waist height it goes to the temperature that it should have been. If I raise it up again it goes cold!
Any advice is appreciated.
