Low Pressure From Sink Taps in new Bathroom When Bath Running

I've had a new bathroom put in upstairs and I'm getting low pressure from the sink taps when the bath is running. Can people tell me if this is normal and if there is a solution.
We have a bathroom downstairs where the sink taps run fine when the bath is on.
I've got a system boiler and pressurised water cylinder setup with mains pipework all being 15mm feed from the supply into the house. The new bathroom upstairs is fed directly from the mains pipe and is 15mm to the bath and 15mm to the sink (the plumber said the bath would not need 22mm as the mains pipework is already on 15mm). Downstairs it is 22mm to the bath and 15mm to the sink.
Also, is it normal for the bath and sink wastes to be connected, they are quite noisy when draining?
