Whats This Foul Waste Pipe Arrangement?

Hello,
Could someone please identify what this foul waste pipe arrangement is.
located in underfloor crawl space directly under toilet in small bathroom area. No evidence of sewerage waste leaks and no foul smells just very damp.
Bath and sink waste are piped out through wall into drain.
Recently purchased 60's bungalow.
And what does it need to be made right
