Gurgling downstairs toilet when flushed

Noticed last night that the water level was low in the downstairs toilet bowl. Flushed the toilet and noticed a gurgling noise when it's refilling. Tried a drain unblocker but not much luck. The upstairs bowl is at a higher level so not sure if it's a block in the vent or just the downstairs toilet? House was only purchased in February so could make contact with the developer but don't want to if it's something I can fix. Worthwhile buying a snake tomorrow?
