Can a toilet pan be connected to a horizontal right angle elbow?

Horizontal still has 1:40 drop (1 cm for every 40 cm). Please refer to images attached.

But the concern is, as soon as the waste exit from the pan, its going to hit the bend, is this fine?

After exit, the soil pipe runs 11 feet and falls into a clay pipe in the floor. (an old toilet used to be here, floor is concrete)

Does the soil pipe need a vent?

You should be ok but do not fit a cistern with a reduced or twin flush mechanism.

What would be the best place in the soil pipe to connect a wash basin waste please? (I presume it wont be possible on the elbow, hence it has to be somewhere on the long run)

Anywhere in the long run will be ok, use a boss strap to make the connection into the top of the pipe.
