Converting a 3 story house into 7 bed rooms each with en-suite

Hi all,
Wondering if I can get some advice on the following project.
Converting a 3 story house into 7 bed rooms each with en-suite.
I am going to be doing the first fix plumbing myself knowledge level basic. Using JG speed fit and copper will be kept to the minimum.
Top level plan :
- install a new system boiler and unvented cylinder (250+ litres).
- run a 28mm pipe up to the 1st floor (hot and cold) and then connect multiple Ts to feed the two on 2nd floor and two rooms on ground floor.
- all rooms are either directly above or below each other making the task in slightly simpler.
Current plan - run 28mm hot and cold, then reduce down to 22mm for approx 2m and finally run the length on the en-suite in 15mm to shower, toilet and basin approx 2m.
New idea - run 28mm as per current plan but reduce into 15mm. Realised JG offer fittings that can go from 28mm into 15mm.
Question = Would this offer me an improved flow rate by cutting out 22mm and save me some money as less material?
