Strange toilet waste issues *advice wanted*

I have two toilets on the ground floor of my property, when I flush the toilet furthest from the soil stack the toilet closest the stack collects waste in the toilet bowl which i then need to flush away too.
Neither toilet clog or back up when flushed and the fall of the pipe between the toilets seems decent. There is a slight angle where the soil pipe meets the soil stack and the closest toilet is no more than 300mm away from this.
is there anyway I can investigate or clear any potential obstruction causing the back fill without removal of either toilets or pipe?
thanks in advance.
