Does anybody know if i have to notify building control if i change a pendant in a bathroom to 5 low-voltage halogen lights?

Hi, I would not as you are not altering the mains circuit; & by using low volt lights, as long as they are suitable for bathrooms from the point of view of allowing moist air into roof space, then go ahead.
