Bathroom downlights

I am installing zone 1 downlights in my bathroom. The roof is directly above with only 3 inch joists. Subsequently any downlight i have looked at would be pushing against the tar/string felting which would either melt or catch fire with halogens. Have tried LEDs but far too dim and prob against regs cos potential of someone putting halogen lamp in. I understand lights with transformers are lower voltage but are they lower heat and would this work? If not are there any lights that would fit or have heat protection?
