fitting a light from a double socket

i would like to fit a light in my garage using a double socket on the wall,is it just a case of wiring a plug then wiring a ceiling rose,then operate from the switch on the double socket? i have multiple connections on the ceiling rose so what wires go where pls?

1) Lights need to be fused to 5 amp max as that is rating of ceiling rose.
2) I projects there are diagrams of how they are wired basic live to rose and from rose to switch so rose not only holds lamp but is also a junction box.
