Downlighter Hoods

I'm no sparky but hope you guys can help.

Just moved in and have found that there is insulation over the top of the downlighters. These have a transformer attached so presumably are LV. However i would like to install hoods to be ultra safe. Question is do I then cover the hood with insulation to maintain the envelope? (Planning on using halolite fire hoods)

Hi
My local building inspector, insists in me building a box out of plasterboard, and putting it over the downlighter, after installation to make a fireresistant cover, which the isulation can then be layed over the top of without crushing it as with the fire hoods!
but i would never use the std downlighters you seem to have, bin em and buy some fire rated units, very cheap on screwfix site at mo, just bought a contractors pack of 10 for 40 quid !! also get the cool touch bulbs, 25 % less heat than the std gu10's or mr16's as yours will be!
