I have 3 light fitting that take a total of 18 GU9 lamps, these continuosly blow within 5 to 6 weeks domestic use (ring), also we have 8 12v 50w downlighters in the kitchen, of these 4no connector blocks have completely melted to the point that they must have nearly ignited.
Any suggestions as to what maybe causing this, this I contact the elec board to check the voltage/ surges?

Hi, 400watts in a kitchen!!!, do you supply sun glasses?
Can't find reference to gu8's only gu10's but going by kitchen i guess they arn't low energy! if you have other lights on this RADIAL lighting cicuit it may well be simple overload, or loose connections.
You don't say where melted blocks are but if near rear of fittings they should be high temp. types not standard cheapy plastic.
more info would help please,
