Mira Sport Shower

Hi, I've a Mira Sport 9.8kw shower, which failed to heat the water 1 day last week then worked again later that day. It has failed again this week but hasn't started working this time. Having a quick look at it, I notice the thermal switch measures open circuit, the elements measure ok at about 12ohms each. Can anyone confirm if the thermal switch should normally measure short circuit?
