Converting one house to 3 flats - do I have to have 3 phase

I have just converted a property to three small flats. Load in each flat. Washing/drying machine - power circuit /lighting circuit. Heating is gas[

There are two meters in the property already one for the upstairs which was a maisonette and one for the ground floor.

We would like a new EDF meter for the third flat.

EDF will not install a new meter unless I pay £5-7000 to dig up the road.

My calcs say the load of each flat is small enough to use what we have?

Can any body help with an opinion or advice please!! System was designed before June 2008

like to help but see this as a supply/design issue not really DIY! and should be asking them the question.

edf should comment on 3 phase or whether single is adequate
