I want to add a swimming pool heater to the consumer unit in the pool pump room. CU is protected by a 100A 30mA RCD. New heater will draw up to 65A so do I wire it into another 100A RCD & fit this in the consumer unit?

This is considered a special location and should be installed by an electrician that is registered with the domestic installers scheme, you could DIY it but you would need to inform Building controls and they will charge a fee and inspect your work.
A new circuit will need a EIC(electrical installation cert) schedules of inspection and schedules of test results, this is a legal requirement.
So taking in to consideration that a fee is payable to BCs and you still have to do the work and buy he materials, your likely to get it done cheaper by a qualified and registered electrician, the work will be legally done, comply to BS7671:2008 and Part P of building regs, this will insure that your house insurance will still be valid if any accidents happen that can be linked to this circuit and if you ever decided to sell all documents are legal.

also, the 100ma, 100 amp RCD offers no overcurrent protection, the 100A refers to what loads it is designed to withstand, you still need to fit an appropriate MCB. If you don't know this, or how to calculate your cable size then doing the work yourself after notifying buillding control is probably not viable, they will make you rip it all out if it doesn't comply. as above, get an electrician, part P registered.
swimming in an electrically live pool is to be discouraged!!
