Wiring under ceiling

Hi everyone verly new to this and a lot to learn.Can anyone please tell me what should I do where I want to install a new lighting circuit with twin and earth in a plasterboard ceiling which will run over (under) 3 joists-I cant rip the ceiling down.I don't have excess from the top because it's a Victorian conversion ground floor flat.Some one mentioned and explained "stiching" to me but no sure if it can work and also if it is allowed.

U CAN NOT DO THIS WORK , LOOK AT DOC S PROJECT INFO ON PART P
CIRCUIT INSTALLATION IS NOTIFIABLE WORK.
