I am currently running a ring main circuit on the ground floor, and would like to know whether I can run a cable under the floorboards and then up vertically to the socket/outlet, as opposed to running the circuit vertically 'down' from the top of the wall to the socket/outlet.

If you can get under the ground floor you are better off doing it this way as there is fare less chance of the cable getting damaged when putting up pictures, shelving & alike.

You can run the cable either up or down.
Providing the cables are run in safe zones, to do this the accessory the cable is being routed to, must be within the direct vertical line of the cable.
But as mentioned above it often post to bring the cable from below to prevent potential mechanical damage to the cable. When picture/mirrors or shelves etc.. are being installed.
Also when routing from beneath this will reduce cable length, which will give you savings on material cost plus keep the resistance readings of the circuit lower giving better ZS readings.
