Hi Andyb,
Interesting play on words here, I don't know how old book is but basically the IEE regs were not legally binding, just best practice, but for some while now the havebeen a British Standard [BS 7671-2002] so in fact still not legally binding,BUT if an accident occurs & guidelines not followed then courts will treat as if illegal installation.
This was one reason why Part P was added to bldg regs which are legally binding, BW
