Electrical equipment comes with 3 classes forget Class III that's extra low voltage which leaves two classes. Class I requires an earth and Class II does not require an earth. With class II it will always be marked often a double square sign. It will depend on the fitting as to if earth is required or not. If Class I earth is required if Class II it is not.

Size and type of bulb will determine size of fuse required. Since planning permission required for over 150W I would assume it would be 150W or less and 1A = 230W so a 1 amp fuse is big enough. There are two preferred sizes of fuse which are 3A and 13A so I would expect to find a 3A fuse fitted.
