Can I join broken cctv dc power cable by twisting both halves of the cable and cover with insulation tape? My cctv cables snapped in my wall, I know I can twist the bnc cables together. Also do I need to join the outer brade on the power cable separatley or just snip it off.

The braid is part of the circuit & is also a screen for interference. You can join them, but would be better if you can solder them.
