Removing Dead Wires and how to do This Safely?

There is a dead wire that is poking in and out of one wall and I would like some suggestions in what would be the best course to remove it.

I tested and it's dead; it's an old house so I am suspecting it used to bring power outside, though the cable outside is cut off and there's another similar wire inside but it's also cut off.

I am dying to pull it cause I don't like it visually - though needs to be done safely.

Ideas?

I would suggest that you do a continuity test on the conductors, to establish that they are one of the same cable, then pull it out!

I found the wire at the end!!!! It connects the old door bell which is powered by batteries. I guess when it was installed wireless door bells didn't exist!
