Depends where you live, in Wales yes, in England no.

Is there a reason why you would not want the work signed off?
The building regs are different in England, Wales, Scotland and NI.
So depending on where the work is located nationally would dictate the process required.
But I would always recommend that any electrical work is tested and proved to be safe.
You will also need to consider safe routes of cable and the possibility that additional protection via RCD maybe required to comply to regs.
