External Light on Constantly in new Property but Bulb Removed

Just moved into home and the external light had no light bulb in it. when I put one in it was constantly on. Light switch didn't do anything. So I decided to swap it for a new light. Same thing. I wired it the same way as the old light. Strangely though it has 2 red wires twisted together for live and 1 black wire for neutral. Bare earth wire was there but not connected so I connected that to new lamp.
Any ideas please?

It could be a number of things e.g. wired wrong, wrong switch, damaged cable.
Sorry to say, but yours is one of many questions that to the questioner (You in this case) must be easy to solve, but the truth is, there is no definitive way that every one does the same job. So it will need to be physically checked by a competent person.

Possibly originally had a PIR which has been removed, I did that with a light at side of house, needed 40W with PIR swapped to 8W and left on 24/7.
