Rewiring

I have a brick built house c.1926 which has just been rewired. The lighting cables running from the switches up the walls to the bulb holders in the ceilings haven't been capped or put into conduit. They have chased the cables into the brick and plastered over. They told me that neither capping or conduit was in the regulations. I have been sent a certificate of electrical safety but would like someone who knows to tell me what the regs actually say. - Thanks
