ceiling recessed spotlights

Could anyone tell me what the regs say about the installation of 35 - 50W mains halogen downlights. I am looking to fit these into several rooms throughout my house (not the bathroom) and I don't know if they have to be fire rated or covered with hoods. Also I am wanting some new 13amp sockets installing. What is the lowest I can have these?

TO COMPLY WITH FIRE RATINGS HOODS SHOULD BE FITTED TO EACH LIGHT.
SOCKET OUTLET HEIGHTS FOR NEW WORK R MINUMUM OF 450 MM FROM FLOOR LEVEL
