Dual element towel rail

Can I install an electric (dual element) on a towel rail in a bathroom via a 13A fused spur? The element will be rated at a maxiumum of 1000W

Should it have a dedicated RCD on the spur as well?

With a dual electric element, does this remove the need to supplementary bond the towel rail?
