Wall Lights Without a Dedicated Switch

We have two wall lights that are not operated by a dedicated switch on the wall. They are activated by switches on the light fittings. I was wondering if I would be able to replace the light fittings with wall lights that do not have built in switches? (without having to install a wall socket)
A couple of things spring to mind:
- are unswitched wall fittings always live?
- would I be able to control the lights by an app e.g if a installed phillips hue bulbs?
- would this be inline with building regs?
any advice much appreciated, TIA.
