I could do with some advice on connecting an outside socket

I wanted to fit an outside socket on the back wall of my house and was going to connect to an existing junction box.

There are two junction boxes on the back of the house, one is part of the lighting ring so that is obviously no good for an outside socket.

The other junction box feeds the garden room and connects the twin and earth coming from the main CU (where it has its own 32A RCD) to the SWA which continues down the fence to the garden room where it connects to another CU which has the breakers for the circuits in the garden room.

Is it possible that I could run a spur from this junction box to the new outside socket? Or is that against any regulations?

In principle you could add an external socket but checks will be needed on cable sizes and RCD rating.
This change would need the involvement of either a part P registered electrician or your local Building Control Dept for certification.
