How do I fix this LED ceiling light that won't come out?

Signed up to ask this! Probably a simple question for those with the knowledge.

So I'm moving out of my flat next week and yesterday (!) one of the LED ceiling lights stopped working. I've managed to get it out of the ceiling this far

but I haven't figured out how to actually get into the LED yet. It doesn't seem to want to come out any further. I've tried rotating the silver bit but it doesn't seem to want to, the glass can't be moved, and I can't see any switches or clips that would let me remove the lower part of the housing.

Thought I'd ask for help since since I'm moving out and obviously don't want to bring down the ceiling at this stage :-)

Any suggestions most gratefully received.

It's a failed lamp, as it's a rented place it is not your responsibility to change it. It should come out if you gently pull (A twist may help, as may pushing it back in, give a slight twist and pull again)
