What did this old wiring in cupboard power?

Hidden under a cupboard, I was hoping to put a socket on it but there's no earth, did it power a heater or ...? any ideas?
It doesn't matter what it did power, you should not use it now.
It also looks like it may be VIR cable, it does not look like PVC, VIR cable degraded over time, and often if you touch it, it crumbles.
I would be concerned that if you have that in your house what is the condition of the other wiring.
